Mr. Lucas Kimathi an officer with the Kenya National Commission on Human Rights (KNCHR) who is also an official among the police vetting panel spoke about the his experiences:

The issues raised include:
A monitoring aspect lacks in the process;
Complaints on Human Rights issues are inadequate;
The role of the civil society organisations and constitutional bodies in sensitising the public to engage in the process;
The venue of the place has limited space, thus denies the public its participation and the issue of record keeping

He proposed the following:

Two level mechanism for monitoring: one, officer being vetted to be publicly named and the public to be given the courage to engage in the process'

Two, an agreement whether on paper or verbal with the Commission to allow Human Rights Defenders to sit in the panel as people who will monitor and give recommendation on the process.
